Born in Salto, Uruguay where he started his musical studies at the “Conservatorio Municipal” (Municipal Consevatoire) in 1986.
In 1989 Mr. Otegui entered the “Escuela Universitaria de Música” (Universitary School of Music) to the careers of Singing and Guitar and studied with Madame Alba Tonelli and Madame Vida Bastos (singing) and with Master Ramiro Agriel (guitar). Since 1991 his vocal studies have been taken with Mme. Natalia Zimarioff, Master Juan Carlos Gebelin, Mme. Graciela Lassner and Mme. Graciela Pérez Casas and lately with Mónica Ferracani in Bueno Aires. He participates in Master Classes by Katia Ricciarelli (Italy), Renato Sassola (Argentine), Víctor Torres (Argentine), Martine Sourais (France), Horacio Amauri (Argentine) and Susana Cardonnet (Argentine) and in 2011, at Teatro Carlo Felice of Genoa with Donata D'Annunzio Lombardi.
In 2005 he receives a scholarship from “Sociedad Uruguaya ArsLyrica” to work  french repertoire in Master Classes given by Master César Tello and later that year, he is sponsored by FONAM - National Fund for Music, as  well as by ArsLyrica to continue his studies in Buenos Aires with Master Ricardo Ortale (Vocal Technique) and Madame Susana Cardonnet (Repertoire).
In  2006 he is sponsored again to study with Master Enrique Gibert Mella and to continue with Madame Susana Cardonnet. Since 2008 he also works with Mmes. Laura Liss and Rozita Zozoulia and since 2010 with the romanian mezzosoprano Viorica Cortez.
Since his beginings, he has developed a great activity being member of the following Choirs: 
Coro Cantares de Salto (Madame Amalia Zaldúa) from 1980 to 1986, taking part in tours through Brazil and Paraguay
Coro Universitario de Montevideo (Master Francisco Simaldoni) from 1989 to 1992.
Ensemble Coral De Profundis (Madame Cristina García Banegas) from 1992 to 2010, taking part in tours through European and Latinamerican countries and since 2000, taking part as soloist voice.
Coro de la Sociedad Uruguaya ProOpera, taking part in the 1994 to 1998 Opera Seasons.
Coro Estable del SODRE (Government main sponsored institution) since 2002.
Coro Estable del Teatro Colon de Buenos Aires since 2010.
In 1989 Mr. Otegui was chosen by “Juventudes Musicales” (Youth in Music) to take part in the “8º Festival Mundial de Música en los Liceos” (8º World Festival of Music at Schools) at the UNESCO Main Hall in París, France, then in 2005 he wins the First Prize at the “1º Concurso Internacional Voces Líricas Ciudad de Rosario” (1º International Competition, Lyric Voices, City of Rosario, Argentine), as well as the Special Mention for the best interpretation of a piece by Carlos Guastavino.
In 2006 sponsored by FONAM,  SODRE and ArsLyrica, Mr. Otegui takes part in the X International Voice Competition and Festival, "City of Trujillo" where he wins the First Prize.

Also, at the "2ª Edición - Concurso Internacional de Ópera - La Bohème - 2008 (2º Edition - National Opera Competition) from the Opera of San  Juan, Argentina, he wins the first prize for the Colline's role and at 3ª Edición - Concurso Internacional de Ópera - Il Barbiere di Siviglia - 2009 (3º Edition - National Opera Competition) from the Opera of San Juan, he wins the first prize for the role of Don Basilio.
In his beginigs, Mr. Otegui has been mostly dedicated to sing Oratorium, Cantatas, Masses and Choral Symphonic pieces, such as the soloist roles of: Passion according to Saint John, Passion according to Saint Mathew, Mass in B minor,
Weihnachts Oratorium, Cantatas etc. by J. S. Bach; Cantatas by G. P. Telemann; Mass in Times of War, Missa in Angustiis by J. Haydn; The Messiah by G. F. Haendel; Requiem, Masses in C Major and in C minor, Missa Solemnis, Vesperæ Solenne de Confessore, etc. by W. A. Mozart; Stabat Mater by K. Szymanowski; Petite Messe Solennelle, Stabat Mater, etc. by G. Rossini; Budavári Te Deum by Z. Kodály; Missa Solemnis; Symphony N°9 Choral Op.125 by L. van Beethoven; Ein Deutches Requiem by J. Brahms and Stabat Mater by A. Dvořák.
He has been singing concerts as soloist in most uruguayan theaters, such as, “Solís” of Montevideo, “Maccio” of San José, “Florencio Sánchez” of Paysandú, “Larrañaga” of Salto and “Municipal” of Rivera; in Halls like SODRE’s Auditoium, ANTEL, LATU, Vaz Ferreira and Ateneo; at the “Cabildo de Montevideo”, Churches, Embassies and  Cultural Halls. Internatinally he has sung in Argentine, Ecuador, Peru, England and Spain. 
Mr. Otegui has been directed by Maestros such as,
Roberto Montenegro, Antonio María Russo and Diana López Esponda, Cristina García Banegas, Nicolás Rauss, Fernando Condon, Carlos Fernández Aransay. Susana Frangi, Javier Logioia Orbe, Giorgio Paganini, Sylvain Gasançon, Martin Lebel, Federico García Vigil, Reinaldo Censabella, Andrés Spiller, Rani Calderon and Jose Luis Dominguez..
In 2004 Mr. Otegui was chosen by Mtro. Roberto Montenegro to record the soloist voice of the uruguayan National Anthem in its new official version, with the SODRE Choir and Orchestra (SONDOR Records)

His first steps in opera were as a member of “Grupo TA.DE.O” as Mr.  Gruni, Stefano and El Ciego (The blind man) in Jaurés Lamarque Pons’ opera “Marta Gruni” (1997 and 1998).

Mr. Otegui’s debut in an opera rol is in 2005 as Fígaro in "Le Nozze di Figaro" by W. A. Mozart in the “Sociedad Uruguaya ArsLyrica” coproduction with SODRE, under Mtro.

His Buenos Aires' debut, was this same year in the
“Primer concierto de cantantes líricos del MERCOSUR, por la unión cultural” (MERCOSUR lyric singers' first concert, for the cultural union) held at San Martin's Palace (Chancellery) and then in 2007 he takes part of the “Segundo concierto de cantantes líricos del MERCOSUR, por la unión cultural” (MERCOSUR lyric singers' second concert, for the cultural union) held at the Salón Azul del Honorable Senado de la Nación (Congress).
In 2006, Mr. Otegui makes his Teatro Avenida of Buenos Aires debut, in G. Bizet's opera "Carmen", as Zúñiga, and in Teatro El Círculo of Rosario he sings the rol of Zio Bonzo in G. Puccini's "Madama Butterfly". Back in Teatro Avenida
Mr. Otegui sings Colline in G. Puccini's "La Bohème", as well as Alvise Badoero in Amilcare Ponchielli's "La Gioconda". He also makes his Brazilian debut at Teatro Gustavo Leite in Maceió, Alagoas, as Sarastro in W. A. Mozart's "Die Zauberflötte".
Mr. Otegui, begins 2007 with his debut in J. S. Bach's
“Oratorium Feste Paschali” BWV 249 with the SODRE orchestra and choir, then in Teatro El Círculo of Rosario he sings again the rol of Colline in G. Puccini's "La Bohème". He debuts both roles of Sparafucile and Count Monterone in G. Verdi's "Rigoletto" and then sings Zúñiga in G. Bizet's "Carmen" at Montevideo's Teatro Solís.
He makes his London debut in 2008 with two concerts, at St
. James's Church Piccadilly and at St. Anne & St. Agnes Church Gresham Street, also in Madrid with two concerts at the Auditorium of the "Escuela de Música de Tres Cantos" (Tres Cantos Music School) and at the "Sala Conde Duque".
Mr. Otegui makes his debut at Teatro Sarmiento of San Juan, Argentina with the rol of Colline in Puccini's "La Bohème" and at Montevideo's Teatro Solís he debuts the rol of Ferrando in G. Verdi's "Il Trovatore". Back at Buenos Aires' Teatro Avenida, he sings Figaro in W. A. Mozart's "Le Nozze di Figaro".
In 2009, back at Teatro Sarmiento of San Juan, he debuts the rol of Don Basilio in Gioacchino Rossini's "Il Barbiere di Siviglia". Then at Montevideo's Teatro Solís, Mr. Otegui debuts the rols of Zaccaria and the Great Priest in Giuseppe Verdi's "Nabucco" and sings again Don Basilio in Rossini's "Il Barbiere di Siviglia".
Mr. Otegui starts the 2010 taking part in the 1st. Summer Classical Festival at Lapataia, Punta Ballena, Maldonado as Dr. Grenvil in Giuseppe Verdi's "La Traviata".
He makes his Santiago de Chile's debut singing for Teatro Municipal the soloist part of L. van Beethoven's Symphony Nº 9 - Choral in two
solidarity concerts and then at Teatro Municipal the Sparafucile in Verdi's "Rigoletto".
Mr. Otegui sings again the Figaro in Mozart's "Le Nozze di Figaro", now at Montevideo's Teatro Solis.
He starts 2011 singing Colline from Puccini's "La Bohème" at the 2nd. Summer Classical Festival held at Convention Center Solanas, Punta Ballena, Maldonado.
Mr.Otegui makes his debut at Mendoza's Teatro Independencia with Mozart's Requiem and back in Santiago de Chile's Teatro Municipal, he sings Angelotti in Puccini's "Tosca". Also he makes his debut at Lima's Teatro Municipal with Verdi's "Il Trovatore" (Ferrando) and also sings Colline in Puccini's "La Bohème".
He begins the SODRE's 2012 Symphonic-Choral Season singing Mozart's Requiem at the Adela Reta National Auditorium and at the Holy Heart's Church (former Seminar), Montevideo, and then at the Juan Victoria Auditorium of San Juan, Argentina.
At Teatro Universidad of Mendoza, Argentina Mr. Otegui sings a "Homage to Carlos Guastavino" and in SODRE's Chamber Music Cycle at Nelly Goitiño Auditorium, Montevideo, he sings "Three centuries of history through chant and chamber music" (1500-1800)  (a concert with historical instruments).
